Allard joined InfraCo Asia in mid-2013 and has overall accountability for the company’s infrastructure developments and investments in 12 Asian countries.

Allard has been based in Asia for over 25 years and has strategic executive leadership experience in the infrastructure sector in emerging and frontier markets. He has successfully led and acquired infrastructure, energy and environmental companies.

Allard’s previous roles include CEO of Jindal AquaSource and Jindal Ecopolis in New Delhi, India; where he was responsible for the financing and implementation of India’s first large scale Integrated Waste to Energy Project in a PPP with the New Delhi Government,
President Asia-Pacific with Covanta Energy Corporation, in Shanghai, China, the World largest Energy from Waste Company, where he was responsible for both green-field and acquisitions of Waste to Energy projects,
Regional Director, Greater China at Thames Water International in Hong Kong SAR and
Country Manager of Vermeer – Ballast Nedam, while based in Vietnam and responsible for Vietnam’s first sanitary landfill with bio-gas extraction and clean energy generation.

Allard has served on the Board (as NED) of the International Project Finance Association – IPFA (headquartered in London) since 2017.

He holds a BSc (Eng) in engineering management and an MBA in international business.

Regula is Circulate Capital’s Managing Director, Asia. She leads the investment strategy, manages the investment team and oversees Circulate Capital Ocean Fund’s investment portfolio in South and Southeast Asia.

Together with her team, Regula manages asset allocations as well as due diligence, portfolio management of fund investments. She also provides strategic advisory to the portfolio companies, focusing on strategy, business development, fundraising, key hiring decisions, financial management and governance.

Regula is an experienced global professional with over 20 years' of leadership, business development, project management finance and social enterprise/start-up expertise. Throughout her corporate career, she held positions in corporate strategy, M&A, private equity, financial controlling and business development.

She was further engaged in the microfinance industry, establishing a growth guarantee fund, financing microfinancing institutions. She further established a social enterprise in the Philippines, developing sustainable housing technologies, establishing production and construction of affordable housing solutions in collaboration with urban poor communities and civil society organizations in Southeast Asia.
Regula graduated with an MBA (Honors) in Global Management from Thunderbird, School of Global Management, USA, with undergraduate studies in Switzerland, the United Kingdom and France. She is an Aspen Institute Business & Society First Movers Fellow. Regula speaks German, English and French.

Daniel has over 20 years of industry experience in the environmental field, including 13+ years of living and working in China, having the privilege to witness and participate in the rapid transformation of China’s waste management industry since early 2000s to date.
Daniel holds a Doctorate degree in Civil Engineering, started work as a geotechnical civil engineer but was quickly drawn into the exciting world of Waste Management. Daniel has worked for several waste management and technology companies, including Cleanaway (UK) and Veolia Environmental Services (French) in China, and Keppel Seghers in Singapore. In all his adventures in Waste Management, Daniel has taken up operations, development and management roles across different fields of waste management such as waste-to-energy, landfill management, material and energy recovery from waste, and hazardous waste management etc. He is currently employed with Sembcorp Industries as the Vice President in the Renewables & Environment Business, overseeing Waste-to-Resource initiatives for the Sembcorp Group to explore new frontiers such as waste-to-chemicals, sustainable aviation fuels (SAF), plastic waste chem-cycling etc.

Sujay Shah is a finance professional with over 15 years banking and advisory experience across Asia and North America.

Sujay is currently is the Global Head of Cleantech Coverage at Standard Chartered where he leads a team of sector specialists across Singapore, London and Hong Kong. In his role, Sujay is tasked with responsibility of driving the bank’s efforts to meet its $35 billion commitment to fund and facilitate cleantech related investments by 2024. He is also entrusted with leading with bank’s efforts on new energy transition technologies. Sujay has been instrumental in providing strategic advice and raising capital for a number of Renewable Energy and Clean Technology companies.

• Financial Advisor to Affirma on the sale of EMC, Korea’s largest environmental services business (c. USD 900mn)
• Financial Advisor to Ayana Renewables on their equity fund raise (USD 330mn)

Prior to this role, Sujay has worked in Lehman Brothers / Barclays Capital in New York and at Morgan Stanley in Singapore.
Sujay is a Chartered Accountant, a MBA from Indian Institute of Management, India and holds a Masters in Commerce Degree from Mumbai University.

Paul is an economist with over 22 years’ experience in Australia, the Pacific, Europe, the Middle East and Asia. He has previously been based in Beijing between 2000 and 2004 and Hong Kong from 2008 to 2012. He has a strong analytical background and specializes in providing strategic economic advice to guide policy, planning and decision making both within Government and the Private Sector. He has advised on economic development, major infrastructure project with capital costs up to $35 billion, productivity and innovation, policy and regulatory instruments, fiscal incentives, governance and institutional frameworks. He has also led assessments to derive GDP contributions, and FDI inflows for national economies, the economic costs of national payments systems and the impact of Free Trade Agreements. He has Bachelor degrees in Economics and Science and Masters degree in Economics from the University of Queensland, Australia.
