Richard, an Executive Director of Arcadis, is the Regional Head of Financial Institutions, AsiaPac. He leads the creation and delivery of business changing solutions to enhance FI client business performance and to improve the certainty of achieving desired returns – both across the Client’s own workplace and their investment portfolios.
A Chartered Surveyor by professional discipline, Richard has been with Arcadis for over twenty-five years, including assignments in the UK, Europe, and the Middle East and for the last ten years he has been based in Singapore. He is an experienced Programme Director who has led the delivery of technical advisory, project delivery and development monitoring on major / complex, pan geographical and pan sector programmes of work and transactions in over 30 countries. He assembles and leads teams of service delivery experts from both within Arcadis and from our wider managed community and has successfully delivered client focussed solutions on a wide range of projects and transactions.
Richard is currently the President of the British Chamber of Commerce, Singapore and has held a Board Position since 2014. Richard is also the Vice Chair of the Board of Trustees at Dulwich College (Singapore) since 2016.
As Regional Director for the Singapore Economic Development Board (EDB), Christopher oversees client engagement in the Built Environment & Cities space in the UK & Ireland. To realise Singapore’s vision of a Smart Nation, he works closely with industry partners to innovate and develop new technologies such as city digital twins, autonomous vehicles, and smart water meters. At the intersection between Government and industry, the Singapore EDB has a front row seat in working with regulators and industry partners to redefine the city of the future.
Besides the Built Environment & Cities industry, Christopher also manages the Industrials & Manufacturing, Mobility, Technology, and Professional Services sectors.

Eugene Lau is the deputy director of the urban design technology team at the Urban Redevelopment Authority (URA), which is responsible for national land-use planning and conservation in Singapore. He completed his bachelor’s and master’s degrees in architecture at the National University of Singapore, and has ten years of masterplanning and urban design experience, including the development of strategic and urban design plans such as those for the Jurong Lake District, the largest mixed-use business district outside Singapore’s city centre.
Complementing his planning portfolio, Mr Lau leads his team in integrating 3D data and systems into URA’s urban design workflow to enable planners and architects to make well-informed planning decisions and use 3D technology for better outreach and engagement with the public.
Eugene Lim leads the Regional Cities Practice at Mott MacDonald. He has over 18 years’ experience in the built environment and advisory industry in both private and public sectors, specialising in the fields of urban planning and design, infrastructure master planning and architecture. Eugene led the strategic planning of national infrastructure master plans for Singapore. Currently he is also leading the urban planning aspect of the GBP30million Future Cities technical assistance programme.
Cynthia Huang is an infrastructure advisor at Mott MacDonald. She specialises in project structuring and procurement advisory, supporting public and private clients during both pre- and post-financial close of their projects. Cynthia is currently leading the Secondary Benefits aspect of the GBP30million Future Cities technical assistance programme.
