Ms Owen comes to Singapore from her most recent appointment as Director for the Americas at the Foreign and Commonwealth Office. Prior to that, she served four years as Deputy Head of Mission at the British Embassy in Paris, during which she was awarded with a CVO (Commander of the Victoria Order) by HM The Queen. Ms Owen has a lifelong interest in the South East Asian region, begun during her teenage years when her parents lived in the Philippines and cemented during her diplomatic postings to Hong Kong and Hanoi.

Ms Owen graduated from the University of Sheffield with a BA in History. She is committed to lifelong learning for herself and her teams. She has a MSc from LSE in Diplomacy and International Strategy and a MSc from Cranfield University in International Human Resource Management. Alongside her diplomatic work, she has focused on diversity issues and organisational development.

The High Commissioner is the UK government’s representative in a Commonwealth nation. They are responsible for the direction and work of the High Commission and its Deputy High Commissions and/or Consulates, including political work, trade and investment, press and cultural relations, and visa and consular services.

Deputy Director, Engineering and Research of UK Department for Business, Energy and Industrial Strategy

Jon Saltmarsh is Deputy Director, Engineering and Research, within the Science and Innovation for Climate and Energy Directorate in the UK Government’s Department for Business, Energy and Industrial Strategy (BEIS). He is responsible for engineering studies, technical analysis and research that the Department undertakes to provide robust technical evidence and advice to underpin BEIS’s policies on reducing energy demand and decarbonising energy supply. This work covers low carbon generation (e.g. wind, carbon capture, utilisation and storage, solar), energy efficiency (in buildings and industry), fuel switching (e.g. electrification, hydrogen) and integration of solutions (e.g. smart technologies).
Prior to joining BEIS, he worked in the private sector on a range of running cutting edge defence technology programmes including solar powered unmanned aircraft, automated deck landing systems and simulation based training.
Jon holds a degree in engineering and an MBA.

Thomas Briault is an experienced and highly skilled advisor and chartered engineer with 20 years’ experience in low carbon and sustainability solutions. He is currently working on modelling the Singapore electricity grid to develop plausible low carbon scenarios for the future. He is also leading studies into hydrogen import into Singapore and a energy storage study for Singapore
has worked on an extensive range energy policy and decarbonisation projects, from concept through to construction. He has extensive experience of leading and directing major, complex and business-critical projects, bringing strategic insight though his understanding of the policy and regulatory environment. He works with both private and public-sector clients all around the globe, designing integrated solutions to deliver against carbon, climate and environmental requirements.

The Scottish Hydrogen and Fuel Cell Association (SHFCA) is recognised as one of the most proactive hydrogen & fuel cell industry associations in Europe. SHFCA has 100 members, with an increasing number from across Europe and overseas who want to become more involved in Scotland.
In May 2019 the Scottish Government announced the ambition to become Net Zero by 2045. This further reinforces Scotland as one of the leading locations in Europe for deployment of hydrogen and fuel cell solutions into developing low carbon energy systems. Highlights include the expanding hydrogen bus fleet in Aberdeen, local hydrogen energy solutions in Orkney, along with many other innovative projects such as Acorn in St Fergus and the proposed H100 development at Methil.
These projects in locations including North-East Scotland, Fife, the Western Isles, and the Orkney Islands are leading the way and 'learning by doing'. Our proactive SHFCA approach involves events and networking activities which build the understanding and connections which help to identify and progress these opportunities for the development and deployment of low carbon technologies. We are particularly keen to engage with locations and projects which are leading the way with a 'learning by doing' approach, and who are similarly willing to share best practice and experience.

Senior Strategy Advisor for BP Australia responsible for supporting the Sales and Marketing Business which includes Retail and B2B. Over the last 3 years he has increasingly focused on Advanced mobility and Alternative Energy topics including a significant emphasis on Hydrogen. He is one of the leaders of BPs feasibility study into scale Hydrogen production in Western Australia as well as a number of business development opportunities in the Low Carbon and Hydrogen space. Prior to joining BP he worked as a design engineer for Hybrid vehicles developing electric powertrains at BMW’s R&D centre in Munich before embarking on a 7 year strategy consulting career with Booz & Co. and Bain & Company in Australia, NZ, China, Germany and the UK largely focused on industrial and oil & gas clients.

Dr. Chan joined NTU as a Lecturer in 1991 after obtaining his PhD and subsequently working as a postdoctoral researcher at Imperial College London. He is now a Professor in the School of Mechanical and Aerospace Engineering and President’s Chair in Energy. He is a Fellow of Academy of Engineering Singapore. Prof. Chan is a Director of Maz Energy, where he provides technical advices to the board on nitro-paraffin based fuel additive products since 2004. He is also the founder and Director of Xin Xiang Hydrogen Technologies Co., Ltd., with key business in manufacturing of Proton-Exchange Membrane Fuel Cells (PEMFCs). He is the founding member and Co-Director of Energy Research Institute @ NTU. He is also the founder and Vice Director of Sino-Singapore International Joint Research Institute focusing on commercialization of technologies developed by NTU.
Funded by Royal Armament Research and Development Establishment (RARDE), UK, Dr. Chan’s PhD and post-doctoral research were inclined to Heavy-Duty Internal Combustion Engines for military application. He then extended his research interest to Fuel Cells and Hydrogen Technology since 1997. Dr Chan is an advocate of Hydrogen Economy. He represented NTU and signed an MOU with China, Japan and Korea hydrogen associations to promote the hydrogen economy in 2018. He is the editorial board member of Fuel Cells, Journal of Power Technologies, Energy Conversion and Management and International Journal of Energy Research. Prof. Chan has been teaching Thermodynamics course since 1991 and awarded “Teacher-of-the-Year” in 2000.
