Assistant Managing Director of Economic Development Board

Mr. Damian Chan was appointed Assistant Managing Director of the Singapore Economic Development Board on 1 October 2019. He oversees EDB’s Accounts Group that works closely with top local and international companies from a wide range of industries to facilitate investments and transform their operations in Singapore. Damian also oversees EDB’s strategies in Energy, Chemicals & Materials. Previously, he was Executive Director for the Energy & Chemicals Cluster. Between 2011 till June 2015, as International Director for Americas, he led EDB’s operations across North and South America, working closely with global companies there to help them succeed in Asia via Singapore. Prior to that, he was the Director of Electronics Cluster in EDB. He was also the Centre Director of EDB Dallas Centre from 2002 to 2005, and of EDB Chicago Centre in 2001. He joined EDB in 1996.

He received a Bachelor of Arts (First Class Honours) in Philosophy, Politics and Economics from Oxford University in 1996. He is married with four children.

Ben has 19 years of professional experience in the oil and gas industry in Asia Pacific. Ben leads Societe Generale’s Reserve Based Finance team based in Singapore, with a focus on arranging financing for oil & gas projects in the region. Typically, this is in the form of structured debt, however ongoing projects include equity raising for start-up E&P companies, and offtake style financings.
Successfully closed transaction include financing for the Block A Gas Development Project in Indonesia for Medco Energi, the financing of Beach Energy’s acquisition of Lattice Energy in Australia / NZ, and numerous reserve based facilities for independent O&G companies in Asia Pacific.

Prior to joining Societe Generale, Ben led Standard Chartered Bank’s O&G Corporate Finance team in Asia with a focus on structured finance for upstream, FPSO, and LNG projects in the region, including major liquefaction projects such as PNG LNG and Ichthys LNG.

Ben holds a degree in Geology from the Royal School of Mines, London and a Post-Graduate Diploma from Aston University, UK.

Subodh Mhaisalkar is the Associate Vice President (Strategy & Partnerships) and Professor in the School of Materials Science and Engineering at the Nanyang Technological University (NTU), Singapore.

Subodh is also the Executive Director of the Energy Research Institute @ NTU (ERI@N), a pan-University multidisciplinary research institute for innovative energy solutions. Comprising more than 220 researchers and 105 post graduate students, ERI@N has built up a critical mass of expertise in Energy Systems, Grid Systems, and Urban Solutions; and has set up more than 60 Industry partnership projects, with global industry leaders BMW, Johnson Matthey, Rolls-Royce, and Volvo.

Prior to joining NTU in 2001, Subodh has over 10 years of research and engineering experience in the microelectronics industry and his areas of expertise and current research interests includes semiconductor technology, perovskite solar cells, and printed electronics.

Subodh received his Bachelors’ degree from IIT-Bombay and his MS/Ph.D. degrees from The Ohio State University.

Victor Shum, Vice President of Energy Consulting at IHS Markit, leads advisory services in Oil Markets, Midstream and Downstream in Asia Pacific. He has extensive experience working with senior management teams on growth, acquisitions and operational solutions. Based in Singapore since 1999, he has advised a wide variety of clients including national oil companies, international oil majors, independents and financial institutions in Asia Pacific.

He joined IHS after IHS acquired Purvin & Gertz in 2011. Prior to joining IHS, he worked at Purvin & Gertz as a Senior Principal advising corporate clients in Asia, the Middle East and Americas for about 15 years. He began his career at Amoco Oil and gained broad experience in refining, marketing and transportation over 11 years at Amoco Oil. He received a BEng and a PhD in chemical engineering from Northwestern University and an MBA from the University of Chicago.

Eddie Tham is a senior oil market analyst and analyses the long term oil market for the Eastern Hemisphere. He joined BP Singapore thirty years ago and has extensive experience in the fuels value chain. He joined the oil industry as a process engineer for BP refineries and has roles in production control (crude and product scheduling and blending) , commercial function for a BP joint venture refinery and has also worked in product supply operations. Eddie earned a Bachelors in Engineering (Chemical and Process) from the University of Canterbury in New Zealand.
