The Official Monetary and Financial Institutions Forum or OMFIF and the British Chamber of Commerce, Singapore, reflect on a tumultuous year for the United Kingdom, with the dual impact of Brexit and COVID-19 in 2020 setting the opening scene for 2021.

Martina Garcia is currently a Non Executive Director at Haitong Bank. Until last month she was leading the International Markets team at the London Stock Exchange Group and spearheaded the creation and implementation of the Shanghai-London Stock Connect. She joined the LSE in 2015 from Goldman Sachs where she was managing their Brussels representative office. Prior to that, she worked for the UK Finance Ministry, leading the EU negotiations on the post-crisis banking regulatory framework as Deputy-Director for Banking and Financial Sector.

Before the 2008 financial crisis, Martina was a trade and development expert at the OECD where she led the Aid-for-Trade initiative and researched the trade integration of emerging markets.

Martina earned a first degree in Economics at the Universidad Autónoma de Barcelona in Spain and a PhD from Wye College at Imperial College in the UK.

David Marsh is Chairman and Co-Founder of OMFIF. Before starting at OMFIF in late 2009, he worked for City merchant bank Robert Fleming, corporate finance boutique Hawkpoint, German management consultancy Droege and London investment firm London & Oxford. Marsh took over the chairmanship from John Plender on 1 January 2018 having been Managing Director since 2014. He moved to a non-executive role following John Orchard’s appointment as Chief Executive effective 1 January 2020.

Marsh is a Board Member of the British Chamber of Commerce in Germany, and visiting Professor at Sheffield University and King’s College London. He is former co-founder, chairman and deputy chairman of the German-British Forum. He was made Commander of the British Empire in 2000 and was awarded the German Order of Merit (Bundesverdienstkreuz) in 2003.

He started his career at Reuters in 1973 having graduated with a BA in chemistry from The Queen’s College Oxford. Between 1978 and 1995 he worked for the Financial Times in France and Germany, latterly as European Editor in London. Marsh has written six books: Six Days in in September – Black Wednesday, Brexit and the Making of Europe (2017, with William Keegan and Richard Roberts); Europe’s Deadlock: How the Crisis Could Be Solved – And Why It Won’t Happen (2013); The Euro – The Politics of the New Global Currency (2009 – re-released in 2011 as The Battle for the New Global Currency); Germany and Europe – The Crisis of Unity (1994); The Bundesbank – The Bank that Rules Europe (1992); and Germany – Rich, Bothered and Divided (1989 – re-released in 1990 as The New Germany.

Alicia García Herrero is the Chief Economist for Asia Pacific at Natixis. She also serves as Senior Fellow at the Brussels-based European think-tank BRUEGEL and non-resident Research Fellow at Madrid-based political think tank Real Instituto Elcano. She is currently Adjunct Professor at the Hong Kong University of Science and Technology. Finally, Alicia is a Member of the Council of Advisors on Economic Affairs to the Spanish Government, an
advisor to the Hong Kong Monetary Authority’s research arm (HKIMR) and member of advisory board of the Berlin-based MERICS.

In previous years, Alicia held the following positions: Chief Economist for Emerging Markets at Banco Bilbao Vizcaya Argentaria (BBVA), Member of the Asian Research Program at the Bank of International Settlements (BIS), Head of the International Economy Division of the Bank of Spain, Member of the Counsel to the Executive Board of the European Central Bank, Head of Emerging Economies at the Research Department at Banco Santander, and Economist at the International Monetary Fund. In addition, Alicia has always combines her
professional career with academia, having served as visiting Professor for John Hopkins University, China Europe International Business School (CEIBS) in Shanghai and Carlos III
University in Madrid.

Alicia holds a PhD in Economics from George Washington University and has published extensively in refereed journals and books (see her publications in ResearchGate or Google Scholar. Alicia is also very active in international media (Bloomberg and CNBC among others) as well as social media (Twitter, LinkedIn and Weibo). As recognition of her leadership thoughts, Alicia was included in the TOP Voices in Economy and Finance by LinkedIn in 2017 and #6 Top Social Media leader by Refinitiv in 2020.

Gary Dugan has been a high-profile investment professional in Europe, Middle East and Asia for the past 38 years. In the past two decades, he has held Chief Investment Officer roles with major institutions in Europe, Asia and the Middle East.

His initial training was in leading asset management companies in London before he moved in 1993 to JPMorgan Securities to become their European equity market strategist. He gained a reputation for his leading research on corporate restructuring and was an advisor to the OECD, the European Parliament and leading sovereign wealth funds. In 1999 he switched back to asset management and became the head of multi-asset portfolios Europe Middle East and Asia for JPMorgan Asset Management. In that role, he was the lead investor for mandates with the GIC, Brunei government, Hong Kong Jockey Club and insurance companies in Europe and Japan. Throughout his time a JPMorgan he was also a principal advisor to the firms Private Banking business.

In 2004 he joined Barclays as their CIO before moving to Merrill Lynch in 2007 again as a CIO. Between 2009 and the present day he has spent eight years in the UAE as CIO at two of the largest banks and worked at Coutts in Singapore. Gary was voted Private Banker of the year 2015 (MENA) from Wealth Briefing.

Gary has a reputation for making bold calls on the markets. He made major bear calls on equity markets in 1987, at the top of the tech boom and the financial crisis in August 2007, and a bull call on equity markets on March 17th, 2009.

In November 2018 he was appointed the CEO of Purple Asset Management and subsequently founded and launched an outsourced CIO services business on the Purple platform called The Global CIO Office. He thus realised his dream of creating an investment business that is driven by investment professionals with the sole focus of producing the best independent financial advice for clients.

Gary has a high profile with the media regularly appearing in the printed press and on TV. He often speaks at conferences and provide industry thought leadership on many macro and investment topics.

Key Accountabilities: Overall responsibility for the governance, reputation, co-ordination and integration of all BP’s activities across Europe since April 2010.

Education: Peter has an MA from Oxford and an MBA from INSEAD and is an honorary Fellow of King’s College, London. He is married with three children, and his interests cover the arts and most sports.

Career: Peter has worked in the Upstream, Downstream and the Corporate Centre in London, New York, Paris and Brussels.

Previous roles include oil trading, refining and shipping, senior strategic planning in the Global Gas group, the establishment/implementation of the BP/Mobil JV, leading the European Supply and Distribution activity and accountable for BP’s refining activities in Rotterdam. Peter ran the supply, trading and marketing business for BP’s North Europe Gas Business, was Managing Director of the UK Gas and Power activities and sat on the Board of the UK Interconnector pipeline and the Great Yarmouth power station.

Peter is Chairman of BP Oil UK, BP Lubricants UK, BP Exploration Operating Company, and of the BP Europe Supervisory Board. He sits on the Board of BP France, BP Italy and various other internal boards. Since 2008 he has been a Director of BP Pension Trustees Limited, and he Chairs BP’s European Works Council.

Peter is a Board member of Fuels Europe, a Council Member of ICC UK. He sits on the President’s Committee of the CBI and Chairs the CBI’s Energy & Climate Change Board. He is an Honorary Director of the Royal Opera House, sits on the Business in the Community Place and Education leadership teams and is a member of the British Museum Chairman’s Advisory Group. He is also a member of the Foreign Office Diplomatic Excellence Panel and of The Programme Committee of the Ditchley Foundation.

John Orchard is Chief Executive Officer of OMFIF, taking over on 1 January 2020. He chairs OMFIF’s executive committee and is a member of the OMFIF board.

Up to November 2019 John was a member of Euromoney’s management board, having started with the London stock market-quoted global information business in 1994. John oversaw all aspects of Euromoney’s £65m turnover finance and banking division, comprising Euromoney, the publishing and events business, GlobalCapital, the primary capital markets news, data and events service, and IMN, the New York-based securitisation and real estate events business. He presided over events and publications to mark Euromoney’s 50th anniversary, including the organisation’s celebratory dinner on 10 July 2019 at the London Hilton with 500 senior bankers and their teams.

Orchard has a double honours degree in German language and European history from the University of East Anglia, where he studied under the tutorship of the writer W.G. Sebald

Will Oswald is Senior Vice President in the Economics and Investment Strategy Department, with responsibility for medium-term allocation recommendations for global fixed income, currencies and commodities, in addition to leading the department’s research on Europe.

Prior to joining GIC, Will had over 20 years of experience in financial markets, most recently in Singapore as global head of fixed income, currencies and commodities research at Standard Chartered Bank, where he was part of the Executive Leadership Team, representing the 250 most senior members of the bank. From 2005-10, he was based in London where he led JP Morgan’s Emerging Markets Strategy effort, ranking #1 each year in the benchmark Institutional Investor survey. He began his career in 1995 with Deutsche Bank in London, worked in Asia during the Asian Financial Crisis from 1997-2002, and ran Latin America strategy from 2002 to 2004 before returning to London to run Emerging Europe strategy. He has been a member of the MAS Financial Research Council, the IIF Committee on Sovereign Risk Management, and the IMF Capital Markets Consultative Group.

Will holds a Masters in Philosophy, Politics and Economics from the University of Oxford.

Richard is the Growth Director, Rest of Asia at Arcadis. He leads the creation and delivery of business changing solutions to enhance FI client business performance and to improve the certainty of achieving desired returns – both across the Client’s own workplace and their investment portfolios.

A Chartered Surveyor by professional discipline, Richard has been with Arcadis for over twenty-five years, including assignments in the UK, Europe, and the Middle East and for the last ten years he has been based in Singapore. He is an experienced Programme Director who has led the delivery of technical advisory, project delivery and development monitoring on major / complex, pan geographical and pan sector programmes of work and transactions in over 30 countries. He assembles and leads teams of service delivery experts from both within Arcadis and from our wider managed community and has successfully delivered client focussed solutions on a wide range of projects and transactions.

Richard is currently the President of the British Chamber of Commerce, Singapore and has held a Board Position since 2014. Richard is also the Vice Chair of the Board of Trustees at Dulwich College (Singapore) since 2016.
