Jacob Turner is barrister at Fountain Court Chambers, specialising in commercial law. He is the author of Robot Rules: Regulating Artificial Intelligence (Palgrave Macmillan, 2018), which has been described by Lord Neuberger (former President of the UK Supreme Court) as “a very timely, thought-provoking and significant book” . Jacob’s advice on AI governance is regularly sought by governments, regulators and private sector organisations. Jacob has addressed the Chinese Government and Military on AI and national security at the invitation of the UN, and given seminars to the judiciaries of Singapore and Dubai. Jacob has lectured on AI at universities including Oxford, NYU, McGill, Shanghai Maritime University and the Max Planck Institute in Hamburg. Jacob also teaches a twice-yearly course on the regulation of AI at Singapore Management University and lectures annually at Cambridge University. In non-AI matters, Jacob has acted for states including Russia, Argentina, Greece and Iraq. Jacob was previously the Judicial Assistant to Lord Mance, former Deputy President of the UK Supreme Court, with whom he co-authored Privy Council Practice (OUP, 2017). Jacob holds law degrees from Oxford and Harvard.

Xiang Zheng graduated from Nanyang Technology University with a Bachelor of Engineering in Computer Engineering. He received his Master of Laws, focusing on Commercial Law, from Singapore Management University. He also attended the executive education at John F. Kennedy School of Government for cybersecurity at Harvard University.
