About the Roundtable

The British Chamber of Commerce Singapore is the first carbon neutral chamber in Singapore and is committed to developing commercial partnerships to support regional ambitions. Providing insights into the aims of the UK's Presidency at COP26 and what is happening on the ground in the UK and ASEAN, the roundtable will cover Asia's Role in Energy Transition, and the scale up of investment and innovation requirements observed in Southeast Asia's sustainable infrastructure.

The UK Catapults are physical centres accelerating business growth and stimulating markets. The Catapult Network brings together nine leading technology and innovation centres spanning over 40 locations across the UK. with cutting-edge R&D infrastructure, including hubs, laboratories, testbeds, factories and offices, as well as technical experts that prove and adopt breakthrough products, processes, services and technologies.

The session will provide insights by the Chamber's Energy & Utilities Business Committee's work in 2021 in tandem with Singapore's Green Plan 2030 and will discuss potential pathways to meet ASEAN's regional ambitions on Net-Zero.

Tom Moody oversees the UK Government’s climate change and low carbon energy strategy in the ASEAN region, and mobilisation of regional policy, development programming, and commercial work to deliver it. This includes directing the UK’s network of climate change and policy attaches across SE Asia, which carry out policy advisory and engagement to lay the ground for a successful COP26 for the region. Before joining the work in SE Asia at the start of July, he spent nearly 4 years in South Africa, overseeing HMG’s £50m portfolio of Prosperity Fund programmes of technical assistance in the South Africa region. His career to date has covered foreign policy, education, justice, and police accountability and standards.

Jeremy Silver, CEO of Digital Catapult, is an entrepreneur, author and angel investor. He is a Trustee of the British Library and a member of the UK Creative Industries Council. Jeremy sits on the boards of HammerheadVR Ltd, Imaginarium Studios Ltd and FeedForward.AI. He was previously Executive Chairman of Semetric (acquired by Apple), Founder CEO of Featured Artists Coalition (FAC), a strategic advisor to Shazam (acquired by Apple), and CEO of Sibelius Software (acquired by Avid). Jeremy was Worldwide Vice-President of New Media for EMI Group in Los Angeles and Head of Media at Virgin Records where he worked with Genesis, Massive Attack, Brian Eno and Bryan Ferry, among others. His book “Digital Medieval” is a history of the music industry online. He has spoken at TEDx Houses of Parliament, the CBI, SXSW and Midem among many trade events. He is an Industry Fellow at the University of Glasgow.

Ben leads Societe Generale’s energy finance business in South East Asia. His remit extends to arranging financing for both renewable and non-renewable projects in the region, principally for development of large-scale gas to power, hydro-power, geothermal, wind and solar projects, as well as acquisition financing and prepayment schemes.

Ben has 20 years of professional experience in the energy sector in Asia Pacific, the majority of which has been dedicated to financing oil & gas projects in the region, including numerous reserve based finance transactions for independent E&P companies.

Prior to joining Societe Generale, Ben led Standard Chartered Bank’s Oil & Gas Finance team in Asia with a focus on structured finance for upstream, FPSO, and LNG projects in the region, including major liquefaction projects such as PNG LNG and Ichthys LNG.

Ben holds a degree in Geology from Imperial College, London and a Post-Graduate Diploma from Aston University, UK.

Successfully closed transaction include financing for the Block A Gas Development Project in Indonesia for Medco Energi, the financing of Beach Energy’s acquisition of Lattice Energy in Australia / NZ, and numerous reserve based facilities for independent O&G companies in Asia Pacific.

Prior to joining Societe Generale, Ben led Standard Chartered Bank’s O&G Corporate Finance team in Asia with a focus on structured finance for upstream, FPSO, and LNG projects in the region, including major liquefaction projects such as PNG LNG and Ichthys LNG.

Thomas Briault is an experienced and highly skilled advisor and chartered engineer with 20 years’ experience in low carbon and sustainability solutions. He is currently working on modelling the Singapore electricity grid to develop plausible low carbon scenarios for the future. He is also leading studies into hydrogen import into Singapore and a energy storage study for Singapore
has worked on an extensive range energy policy and decarbonisation projects, from concept through to construction. He has extensive experience of leading and directing major, complex and business-critical projects, bringing strategic insight though his understanding of the policy and regulatory environment. He works with both private and public-sector clients all around the globe, designing integrated solutions to deliver against carbon, climate and environmental requirements.

Nick is a corporate partner based in the Singapore office of international law firm Pennington Manches Cooper. He advises clients on corporate mergers and acquisitions as well as on commercial matters. He has particular experience in advising on cross-border and emerging market transactions in the energy, natural resources and infrastructure sectors. These include acquisitions, disposals, investment structures, corporate restructurings and joint ventures in oil and gas, LNG, solar, wind and conventional power as well as mining and commodities.
Nick has also advised clients on a wide range of mergers and acquisitions in other sectors including shipping, technology and financial services. Based in Singapore since 2014, he has also lived and worked in Auckland, Dubai, London and Moscow.
Recognised as a leader in his field by the main legal directories, Nick is praised by Chambers Global for his ‘commercial understanding and industry knowledge’ while The Legal 500 describes him as ‘an exceptional corporate lawyer. He provides agile thinking and practical solutions to complex issues. He understands the commercial world and what drives the decisions that in-house counsel and companies make in their sectors’.

Mark is the co-Chairman of the Energy and Utilities Committee and co-Chairman of the Sustainability Committee at BritCham Singapore.
He is involved with the Development and Construction Equity funds of Climate Investor One, a renewable energy fund, and Climate Investor Two, a water fund. These funds are backed by the various Development Finance Institutions, such as the EU, as well as institutional investors.
The funds’ mission is to support renewable and water projects in Asia and Africa where funding might otherwise be difficult.
Mark moved to Asia as an investment banker with Rothschild and has lived between Singapore, Jakarta and Hong Kong involved in mergers and acquisitions and capital raisings across the region. He was with Rothschild for 23 years and had a focus on energy and infrastructure. He also holds a number of directorships.

Based in Singapore, Peter is the chief representative of the Energy Institute (EI) in the Asia Pacific region. In addition to his role with the EI, Peter also works as an independent advisor, consultant and executive coach to a number of organisations and governments agencies on issues related to the energy sector development within the context of the energy transition and decarbonisation and their strategic implications.

Despite a long career in the oil and gas industry, mainly with BP in upstream oil and gas and energy finance, Peter is now a strong advocate for the energy sector’s need to transition towards a cleaner, greener future. Particular areas of focus include the promotion of resource and operational efficiency through creating a more “circular economy” and recognition of the need to incorporate a more holistic, whole value-chain approach, to dealing with Scope 3 emissions.

Peter is also actively involved in activities related to promoting the need for, and accelerating the development of, Carbon Capture and Storage (CCS) projects, the development of the Hydrogen Economy and the decarbonisation of the hydrocarbon refining and petrochemicals sectors. Within this context, Peter has recently taken on the role of Senior Regional Advisor of Storegga, a leading UK based independent company that is entirely focused on pioneering carbon reduction and removal solutions.

Dominic Gregory specialises in finance and commercial law. His experience in Asia spans more than 20 years and includes project finance (including project documentation), real estate finance, leveraged finance, sovereign and export credit finance, restructurings and special situations lending, as well as trade and structured finance.
Dominic regularly represents sponsors, borrowers, developers and private equity houses, as well as all types of creditors, including commercial banks, alternative credit providers, export credit agencies and multi-laterals.
Over recent years, Dominic has specialised increasingly in green and sustainable finance. He is a frequent speaker and writer in this area and has represented Asian private equity funds and other clients in connection with their ESG policies and green finance platforms.
Dominic’s project finance experience has covered conventional power, renewables, petrochemicals, oil and gas, (including gas-to-power) and various other infrastructure assets, including data centres, telecoms, road and rail. His renewables experience has covered solar, onshore wind, offshore wind, waste-to-energy, hydropower, geothermal, pumped storage and electrical storage. His real estate finance experience has covered, hotels, resorts, casinos, residential and commercial portfolios and all manner of other transactions across the life-cycle of real estate investments at all levels of the capital structure.

With 25 years in the energy sector, Paul’s experience in clean energy and the energy transition allows him to focus on his passions of innovator support and international collaborations towards Net Zero. Over the last 3 years, he has established Energy Systems Catapult’s accelerator (Energy Launchpad) and the International team – helping numerous UK cleantech start-ups commercialise whilst growing a portfolio of impactful international projects. Prior to ESC, Paul enjoyed 5 years at Ricardo, leading their global clean energy & power generation area. Before that he worked at Ocean Power Technologies and the Carbon Trust, managing low carbon technology programmes and supporting the investment team. Paul has a Masters in Mechanical Engineering from Newcastle University and an MBA from INSEAD.

Allard joined InfraCo Asia www.infracoasia.com in mid-2013 and has overall accountability for the company’s infrastructure developments and investments in 12 South and South-East Asian countries.

InfraCo Asia is part of the Private Infrastructure Development Group (PIDG) www.pidg.org and a commercially managed, publicly financed infrastructure development and investment company, headquartered in Singapore. InfraCo Asia funds early stage, high-risk infrastructure development activities by taking an equity stake in commercially viable infrastructure projects that contribute to economic growth and social development. Approx. 65% of the investments made by InfraCo Asia have been in the renewable energy sector, ranging from utility scale solar, mini off-grid hybrid solar storage, wind power and run of river hydro projects.

Allard has been based in Asia for over 25 years and has strategic executive leadership experience in the infrastructure sector in emerging and frontier markets. He has successfully led and acquired infrastructure, energy and environmental companies and his key focus has been on the development and implementation of growth strategies and has been accountable for the financing and creation of new assets and the execution of energy and infrastructure projects.

Allard’s previous roles include CEO of Jindal Aquasource and Jindal Ecopolis in New Delhi, India; President Asia Pacific at Covanta Energy Corporation (the world’s largest energy from waste company) based in Shanghai, China; Regional Director Infrastructure Development and Country Director China, for the Leighton Group in Asia; Regional Director, Greater China at Thames Water International in Hong Kong SAR; and Country Manager of Vermeer–Ballast Nedam, while based in Vietnam.

He holds a BSc (Eng) in engineering management and an MBA in international business.

Henry has over 15 years’ experience in the industry with extensive project portfolios at different stages of the lifecycle as well as experience managing complex collaboration and innovation projects. As Director of New Mobility Technologies in Connected Places Catapult, Henry leads the team of multi-disciplinary specialist to focus on growing businesses with innovations in mobility services that enable new levels of physical, digital and social connectedness through intersection between public and private sectors and between local government and transport authorities. Henry’s appointment will enable the TAS Hub (Trustworthy Autonomous Systems Hub) to accelerate research and innovation to meet industry and societal needs, creating a sustainable society.
Henry began he career as a Systems Engineer working on the first of class T45 Destroyer and quickly worked his way into engineering project management delivering different engineering projects including delivering unmanned air system, autonomous vehicle, strategy for secure network & information systems, co-ordinate cross industry to develop future navy technology and complex system evaluation experiments. Henry is a Fellow of the Institution of Engineering & Technology, a Chartered Engineer and a member of International Council on Systems Engineering.

Dr Kaho Yu is a Lead Energy Analyst at Verisk Maplecroft, specialising in political and ESG risk assessment for the energy business.
He has a particular interest in Asia energy and climate policy, low-carbon transition, US-China-Russia energy relations, Chinese energy security and the Belt and Road Initiative.
Prior to Maplecroft, Kaho was an associate of the Energy Geopolitics Program at Harvard Kennedy School and a lecturer at the Chinese University of Hong Kong. Kaho also holds affiliated research positions at the European Centre for Climate, Energy and Resource Security (EUCERS) at King’s College London, London Asia-Pacific Centre for Social Science and the Asian Energy Studies Centre at Hong Kong Baptist University. Kaho obtained his PhD in International Political Economy from King’s College London.
